Osâ Guchyo Mudâ's budget oriented are in an unremarkable state. To some, this is the ideal sate for defences to be in. In need of absoutly nothing, and ready to serve the city as needed.

Osâ Guchyo Mudâ is led by one or more incompetents. While they must have been very good at something to have acquired the position, they are fundamentally incapable of leading.
